he important tools usedin most of the studies of rockets wasa high-speed ribbon frame camera,especially developed to obtain knowl-edge of the behavior of rockets dur-ing the early part of their flight. It was by the use of special ap-paratus and tools of this sort, andthrough an intensive application ofnative genius, that American jet pro-pulsion, which was almost non-exist-ent at the beginning of the war, be-came one of the important factors inour final victory. The war developments here re-counted are only a few of those actu-ally carried out. The original designand development were undertaken bythe Bell Laboratories, and manufac-turing was done for the most part bythe Western Electric Company. Butevery branch of the Bell System madeits contribution of trained personnel:either on loan directly to the Labora-tories, or on military leave with thosebranches of the Armed Forces whichinstalled and maintained all sorts ofcommunications equipment under allconditions and all over the world.

He didnt saya word about it to the IntelligenceOfficer, or to the Shore Patrol either;they wouldnt have been interested.Trouble of this kind was in the prov-ince of a fellow who wasnt really inthe Navy at all; yet he was certainly0/ the Navy, for the Bureau of Shipshad requested that he come to Mid-way, required that he wear a Navyuniform, and arranged that he be ac-corded all the privileges of a navalofficer. The man to whom the Little Joetrouble was reported was a WesternElectric field engineer. The field engineer had seen Joe,under one guise or another, oftenenough in the past, and knew him foran old and troublesome offen
