Posse do presidente Fernando Collor de Melo em 15.03.1990, em sessão conjunta do Congresso Nacional, presidida pelo Senador Nelson Carneiro. Collor foi o primeiro Presidente eleito pelo voto popular depois de 25 anos de regime de exceção. Seu curto período de Governo foi marcado por escândalos de corrupção o que levou a Câmara dos Deputados a autorizar a abertura do processo de Impeachment em 02.10.1992 e Collor foi afastado do poder. Na sessão de julgamento, a 29.12.1992, o Presidente Fernando Collor, às doze horas e trinta minutos renunciou ao mandato para o qual fora eleito.
