The graphic is a representation of an award or decoration of the United States military. It is in the public domain because it contains materials that originally came from a U.S. military award. As a work of the U.S. federal government, the image is in the public domain in the United States.
It may be a "representation" of something in the public domain, but this particular image was taken without permission from a website (Decorations of the United States of America). Assuming Wikipedia considers such thievery OK, at a minimum it would be nice to have credited the website. Airbornelawyer 17:01, 6 August 2007 (UTC)
