Fair use criterion 1

According to this criterion, non-free content is used only where no free equivalent is available, or could be created, that would serve the same encyclopaedic purpose.

As has been pointed out to me recently on Wikimedia Commons prior to the deletion of a medal file, even my own photograph of the object, should I ever be able to photograph it, would still be subject to copyright by the creator of the object. @Andre Kritzinger: You have uploaded images like File:Cadet Corps Champion Shot Medal.jpg, File:John Chard Decoration (JCD) a.jpg, to commons with noted free licences. If those are free why couldn't someone take a photo of this image and agree to release it under a similar licence. @Peripitus: They are no different, except that they (and several others) have managed to remain under the radar thus far. One that was "shot down" so far was File:Kadetkorpsmedalje.jpg, uploaded by Dewald Nel and deleted on 29 December 2014. Since then (less than three weeks ago) I have been uploading some medals and decorations images under the fair use flag, in most cases replacing existing fair use images and in a few cases, like this one, replacing existing images on Commons. What I did fail to do was to mark for deletion those on Commons that are no longer being used, such as this specific medal being discussed. Another to-do task is to move virtually all the remaining files from Commons to Wikipedia as fair use images, but I have not yet figured out how to do that short of downloading and re-uploading them on Wikipedia and then nominating them for deletion on Commons.
