Neutrality and accuracy

In the absence of sources, I can't say whether it accurately reflects credible sources, but I've never heard the term used, even by rabid anti-tax organizations such as the Howard Jarvis Taxpayers Association. Article rewritten as per Arthur Rubin concerns.
