Digital Citizen Charter (डिजिटल नागरिक बडापत्र) is a comprehensive application that specifically presents the list of services provided by public organizations (specially government offices) in Nepal, duration for the service processing, documents required to get the service, concerned section/member, cost for the service and information about the member to whom citizen should consult if the service is not provided as mentioned in the citizen charter. It is the digital version of citizen charter.

It is mandatory for every government office to print and display a citizen charter in their office premises properly visible by the citizen for transparency about the services they provide.

Brief History

The Digital Citizen Charter was first introduced by Hetauda Municipality (now Hetauda Sub-metropolitan City) in order to present the citizen charter in digital form such that citizen would view information about all the services in a Television and citizen would press the number assigned to the service to view detail about the service that they were there to receive.

Later, after it had exposure to higher authorities of government it was well appreciated and followed by several government offices in Hetauda. The system got so much attention that several offices in Kathmandu including all Land Reform Offices and District Administration offices in Kathamndu Valley implemented it. Soon it's use became popular among the municipalities, rural municipalities and District Administration Office all over the country.

The first version of the system was developed by ProActive Developers and till date they are implementing Digital Citizen Charter solution for several government offices in Nepal with a lot of features such that the citizen would get maximum information before they visit any section of the office to receive a service. Later, from the inspiration of the system developed by ProActive Developers several companies including Smart Palika and Alpas Technology are developing similar system with similar features and functionality.

The development of Digital Citizen Charter has made display of information very efficient and useful for the citizens. The Digital Citizen Charter later extended from Television only system using keypad to solution with Interactive Touch Panels where citizen would touch at the title of the service they would wish to receive and get all information before they visit related section.
