Comment: Primary sources do not establish notability. After multiple earlier declines, if these are the best sources available, I can only conclude that the subject is not notable enough to warrant inclusion. Dr. Manoj Kumar (born 28 November 1972)[citation needed] is the Additional Secretary to The Government of India, Ministry of Law & Justice, Legislative Department[1] and the head and coordinator of CBU [2](Capacity Building Commission).
Early life and education
[edit]Kumar was born in Dhanbad, Jharkhand and completed his schooling from De Nobili School CMRI, Dhanbad, then St. Vincent High & Technical School, Asanol and the CSKM Public School. Post this, he completed his B.A.LL.B (Hons.) from the prestigious National Law School of India University (1995 batch) and a programme on Building a Global Enterprise in India (BGEI)[3][failed verification] from Harvard Business School in 2010.
Roles and responsibilities
[edit]In addition to his role as Additional Secretary, he serves as the Nodal Officer for the Information Technology (IT) (Procedures and safeguard for blocking for access of information by public) Rules, 2009.[4] [5]
Kumar is also the course director at the Institute of Legislative Drafting and Research (ILDR)[6][7], a government organization established in 1989 to provide comprehensive training in legislative drafting and research[8] to various government officials and bodies.
Career highlights
[edit]After six years working as a lawyer in Amarchand and Mangaldas, founded Hammurabi and Solomon Partners[9] in 2001[10]. He served as its Managing Partner till 2023, before being appointed as the Additional Secretary, Government of India, Ministry of Law & justice, Legislative Department.

3. Member of the editorial committee of Lloyd Law College[13]
He received the “Atal Sammam” at Vigyan Bhawan, New Delhi in 2023[14]. He is a patron at Doctors For You[15], a pan India humanitarian organization working in various disaster hit zones.
Publications
[edit]Kumar is also the author of a couple of books. His first book is titled “COMPANIES ACT, 2013 with Supreme Court Cases (1950-2023)[16]” and the second book, "Supreme Court on Commercial Arbitration[17]".
His first book is a comprehensive manual on Company Law featuring two volumes. The first covers the Companies Act, 2013, while the second details the corresponding Rules and Regulations. Each section of the Act is accompanied by relevant Supreme Court case summaries, complete with headnotes highlighting key legal principles. The foreword to the book is written by Dr. Lalit Bhasin, President -Society of Indian Law Firms.
Kumar’s second book is about the development of the Arbitration Act, 1940, and the Arbitration and Conciliation Act, 1issue brief 1996 from 1988 to 2022. The book is endorsed by Shri R. Venkataramani, Attorney General for India.
Since his position as Visiting Fellow at the Observer Research Foundation, he has authored “Civil Liabilities for Nuclear Damages Bill 2010 – The Way Forward[18]”. The brief discusses about the framework for handling nuclear accident liability in India, and how the Bill's provisions prioritize industry interests over victim compensation. All while raising concerns about fairness and adequacy of redress for potential victims in case of a nuclear incident.
