History

[edit]

On October 19, 1962, by means of Decree Law No. 14220, the National Economic and Social Development Planning System was created with its governing body, the National Planning Institute (INP). Although it cannot be said that this was the beginning of the history of planning in Peru, it is possible to say that this Decree Law was the formal beginning of planning in Peru.

Later, in June 1981, Legislative Decree No. 177 put into effect the Law of Organization and Functions of the National Planning System, headed by the then National Planning Institute (INP), an agency that in 1992, after 30 years, was dissolved by Decree Law No. 25548, its functions being assumed by the Ministry of Economy and Finance, except for those of international cooperation.

The National Agreement (2002) brought back the idea of strategic planning with the adoption of the Fifth State Policy, which established the creation of a national strategic planning system with clear general and specific objectives that set short, medium and long term goals. This Fifth State Policy was formalized on May 6, 2005 with the enactment of Law No. 28522, which created the National Strategic Planning System and CEPLAN. Notwithstanding the enactment of this Law, it was not until June 28, 2008 that CEPLAN was implemented with the enactment of Legislative Decree N° 1088 published in El Peruano newspaper.
