Early Life and Education

Ravindra Kumar Mishra (IAST: Ravindra Kumāra Miśra) was born on July 15, 1955, in Darbhanga, Bihar. He completed his schooling at GKPV Rasiyari Darbhanga, where he passed PU SC (equivalent to today's Class XI). He obtained a Bachelor of Engineering degree in Electronics and Communications from the Institution of Engineers, Kolkata.

Civil Services Career

RK Mishra cleared the Union Public Service Commission (UPSC) Engineering Services Examination in his first attempt at the age of 25 in 1981. He graduated in Electronics and Communications Engineering the same year and subsequently joined the Indian Telecom Service (ITS) Group 'A' Cadre, starting his career in the Department of Telecommunications (DoT), Ministry of Telecommunications, in 1983.

Throughout his career, Ravindra Kumar Mishra worked in various field organizations within the DoT. After October 2000, he transitioned to Bharat Sanchar Nigam Limited (BSNL).[1][2] , where he was involved in telecom administration, operations, installations, maintenance, and numerous projects focused on modern telecommunication systems at both national and international levels[3][4]

From 2010 to 2012, RK Mishra served as Principal Advisor to the Telecom Regulatory Authority of India (TRAI) at the rank of Additional Secretary to the Government of India, where he headed Administration, International Relations, and Regulatory Enforcement. During this time, he was deputed as a telecom expert to countries including China, Germany, France, the Philippines, and Japan. He also served on the Board of Directors for the IIT Centre of Excellence (IIT CoE) and the Indian Institute of Management (IIM) Ahmedabad from 2010 to 2012.

From 2014 to 2015, he was a member of the Board of Directors for two public sector undertakings: Indian Telephone Industries (ITI)[5] and Millennium Telecom Ltd (MTL). From 2012 onward, he worked as Deputy Director General in the Security Division and the SU Division of the DoT, handling PSU matters and establishment affairs within the Ministry of Communications.

Post Retirement from Government

After retiring from government service in 2015, Ravindra Kumar Mishra continued his involvement in the telecom sector as an independent consultant. He was elected as Vice President of the ITU-APT Foundation of India, where he actively promoted international telecommunications cooperation. He also served as an Advisor to the National Capital Region Transport Corporation (NCRTC) and as Treasurer for the DCIF (a unit of PTCIF), contributing to regional telecom development.

Additionally, Ravindra Kumar Mishra played a key role as Coordinator for ITU-T and ITU-D Study Groups, leading discussions on telecommunications standardization and development. He was also instrumental in promoting the Next Generation Network (NGN) Forum in India, which focused on capacity building and emerging technologies.

As CEO of SAAM CorpAdvisors Pvt Ltd, Mishra has been actively supporting the telecom industry through regulatory compliance, fostering partnerships, and advancing the vision of "Connecting the Unconnected" in rural India.
