Terry Hoskins

Terry Thomas Hoskins is a former U.S. Marine and retired Police Community Liaison Officer with the San Diego City Police Department. He is running in the 2024 election cycle to represent the communities of Mount Hope, Stockton, Imperial, El Cerrito, Rolando, Castle, Teralta, Kensington, Normal Heights, Talmadge, Castle, Cherokee Point, and Redwood Village, as well as the main campus of San Diego State University as the San Diego Council District 9 member.[1]

Early life and education

Hoskins, raised by his grandparents after his parent’s divorce, was born in Owensboro, Kentucky. Hoskins was the first in his family to graduate high school and the only child to attend a university. Labor unions were a constant part of his life; his father, grandfathers, and many uncles were underground coal miners and members of the United Mine Workers of America.[2]

He received his Bachelor of Arts (With Distinction) in Social and Criminal Justice from Ashford University in June 2011, and Master of Science in Criminal Justice with an Emphasis on Law Enforcement from Grand Canyon University in October 2013. Terry obtained his Doctor of Public Administration from California Baptist University in April 2023.[3]

Marines Career

Hoskins enlisted in the United States Marine Corps in February 1983 and served with Distinction until retiring, as Sergeant Major, in September 2008. He served:

• As an Adviser to the Royal Saudi Marine Corps at the end of the First Gulf War

• In Somalia, participating in Operations Continued Hope and Restore Hope

• In Bujumbura, Burundi, participating in the evacuation of over 250 American and allies during the genocide in Rwanda

• In Iraq, participated in the Iraq invasion in March 2003, where he was the recipient of the Purple Heart Medal and was awarded twice for bravery in leading his Marines in ground combat.[4]

Police Career

Hoskins joined the San Diego Police Department in October 2008 and spent his career in the Mid-City Division.

During that time, as a member of the San Diego Police Officers Association, he participated in three contract negotiations with the City.

He was awarded the Meritorious Service Award and the Lifesaving Medal in September 2013 for actions involving the shooting of a fellow officer by an armed-and-dangerous felony fugitive.

Hoskins has published articles on law enforcement topics in various magazines and local newspapers culminating in his doctoral thesis, “The Community Policing Phenomenon: Perceptions of Congregational Members of Faith-Based Organizations on Community Policing in two Multicultural Community Districts in San Diego, California."[5]

Post-retirement

In 2023, Hoskins began a political campaign to run for San Diego’s City Council District 9 seat.[6] A registered Democrat, Hoskins placed second in the March 2024 primary for the D9 Council seat, sending Hoskins and the incumbent to a run-off in the November 2024.[7] Endorsed by the San Diego Police Officer’s Association,[8] Hoskins top priorities include:

1) Public safety

2) Homelessness, and the need for more psychiatric emergency response teams (PERT)

3) Transparency, accountability and equity in the City budgeting process

4) Smarter distribution of increased housing density along existing transit corridors instead of in residential neighborhoods.[9]

Personal Life

A homeowner in the District 9 neighborhood of Rolando Park, Hoskins lives with his partner and recently said goodbye to his mustang horse of twenty years.[10]
