Tilvin Silva is a politician in Sri Lanka, who is the general secretary of the Janatha Vimukthi Pramuna since 1993. https://www.jvpsrilanka.com/english/about-us/our-leaders/ Silva who has been in active politics for over 40 years has never contested an election, and had delegated his political life on behalf his party.
