Sorbs maintain a list of IP addresses that are open proxies, I.E. anyone can use them to connect to a web site. They are therefore vulnerable to abuse by persistent vandals. Rich Farmbrough 20:55 28 April 2006 (UTC).

Necessary to have the term in capital?
