According to an article in The Billiard Player (August 1968, p.3): 1960 was the first time this title was contested. Davis held it until 1967, when he was beaten by Rex Williams in a 51-match challenge series. Williams then lost the title (now called "World Open Match Play Snooker Championship") to Eddie Charlton, 30-43, in 1968. (The championship seems to have kept "Open" in the title despite being basically a challenge match in 1967 and 1968.)

I wonder if there is any connection between this tournament and the 1976 World Professional Match-play Championship won by Charlton?
