Translation

I corrected some translation problems, but I'm not sure what this means: "until the end of 2009 the latest". Does it mean that the elections can be early, but they can't be later than the end of 2009? Then I recommend "before the end of 2009 at the latest". Normally we don't change direct quotes, but this quote is referenced by a document in another language; so I believe this is a translation by the article's author, and so it should be OK to improve it.
