2016 Russian Ministry of Emergency Situations Irkutsk Il-76 crash

Follows the naming convention!! Crash was in irkutsk Oblast. Title above follows the naming convention!! Year - operator - where - what If there are any dissenters please discuss here.

The guidelines at WP:AATF call for <year> <airline> <aircraft> <event> (or, in this case, operator instead of airline), so the place (Irkutsk) is redundant, and since the name is already unwieldy enough by itself, I propose 2016 Russian Ministry of Emergency Situations Il-76 crash.
