Turkic/Tatar/Azerbaijani name

Dear @HistoryofIran I was wondering what the Wikipedia policy is for adding Turkic/Tatar/Azerbaijani names to a place. According to your statement, modern Azerbaijani was created later. However, some places have historical names from the Khanliks era. Should these names be written in the Persian alphabet and referred to as Tatars (as the Russians say) or simply as Turkic? Please see WP:OTHER. Yes, the current Latin Azerbaijani alphabet was created later. However, I fail to see the relevance of Azerbaijani at all, it had no important status, and the mosque constructed by a governor subject to Iran.
