Some people think that ancestry is more important than law in these matters. Of course, more than 90% of "Americans" wouldn't be Americans under that definition, but it's a popular definition in Europe. For one thing, it allows them to pretend that people whose parents, grand-parents, and great-grandparents were all born in their country aren't "really" European based on their skin color.
