Blaming slavery for lawlessness

Lincoln referred to "the vicious portion of [our] population...ravage and rob...and hang and burn obnoxious persons at pleasure and with impunity, depend upon it, this government cannot last". This has nothing to do with slavery. He was referring to the peculiarly American frontier justice, with posses and lynchings.
