Contracting transparency claims

The paragraph which begins Murray pushed for greater transparency in government contracting activities has several problems for me. It is rather long, woolly, hard to comprehend, lacking in notability and unsupported by any citation. I was tempted just to slice all this waffle out. However, it's a free wiki and someone with a better wit than I might be able to justify, support, cite and otherwise improve it, so I'll be patient. Minor party senators regularly "push for" (i.e., speak about, write about, dream about. . .) reforms which they have absolutely no power to effect, save through legislative amendments or a private senator's bill, etc, (which can be documented). More commonly, the reforms are aired in parliamentary committees where they can be published in tabled reports and made the subject of press articles, etc. My own Google search has not turned up anything noteworthy.
