Overlay of area code 438

I don't think this sentence makes much sense: "Due to population growth, after considering adding a new overlay code, area code 579, to the area, on 7 May 2009, the CRTC ruled that area code 438 will be extended to overlay both 450 and 514." and the source for this should be "http://www.crtc.gc.ca/eng/archive/2009/2009-255.htm", not the actual discussion paper.
