What is actually done

EU Compensation for Damaged Wheelchairs
[edit]I've corrected the claim that the EU requires full compensation for damage or loss, EU 1107/2000 actually states "the passenger to whom the equipment belongs shall be compensated, in accordance with rules of international, Community and national law." Which means in the absence of local legislation the Montreal Convention applies, which limits compensation to around $1,500 dollars (specifically 1,131 SDRs), far less than the value of many wheelchairs.
