The submarine was not filled with concrete. The only concrete was outside the submarine in the form of two supports. I grew up in the Pontalba Apartments in the late 40's and early 50's and played on this submarine and was almost small enough to get inside by slipping through the iron bars to prevent this from happening.

Also to my knowledge, at this time frame, the submarine was located only on the Saint Ann Street side of Jackson Square just to the left of the Saint Ann Street gate to Jackson Square.
