I propose that this article be merged into South–North Water Transfer Project, specifically into the short "Western route" section that this short article details. As this article says itself, "This project is overlapping in scope with, or is analogous to the South–North Water Transfer Project"; a clear need for a second article dealing solely with the Western route is not yet established.
