Article needs citations to make more credible

Most of what is being said is well written and informative, but there need to be references to back up what is being said. There are few areas where there is direct copying of what was found on other sites, and I attempted to find them. Few accounts of rewording plagiarism that is harder to spot.

More about the creation and policy of the National Park Service/Marine Sanctuary

I think that the article would benefit greatly from a section that explains how the Sanctuary and National Park were established and who/what organizations are in charge of regulation and management of the area both above and below the ocean's surface.
