Proper noun?
[edit]I notice we're using the full name with initial capitals, but stating that it is "not yet" an official historical district. So, seems to me, all or most of the many instances of "the Christian Street Historic District" in the text ought to be simply "the district" or "the proposed historic district" or "this historically important area" or similar forms.
