Confusing Section

Does anyone know what this text is referring to?

   Licenses for bearing and keeping arms in the form of plastic cards.
   A crew member certificate on a plastic basis.
   Electronic vehicle technical inspection card.

It is situated below the section on Ukrainian passports but has nothing to do with Ukrainian passports for the most part.
