Article needs a complete overhaul

Most of almost the entire article is just an auto-generated excerpt pulled from other EU/Europe-related articles on climate and environment, and as such presents little to no new/nuanced information. There either needs to be a substantial rewrite of the article, or I think it should be nominated for deletion - in its current state (i.e. copied info from other Wiki articles) it's just duplicating info from other articles.
