Something unclear about the role and not reflected in the article is whether or not the President is President of the United Federation of Planets, as in head of the executive, Presdient the Federation Council, as in presiding over the legislature, or a mixture of the two.
Both facets of the roles come across and it is clear that it os not based on the American system of government given the President's role in Council.
