Name change

I've moved this article from European Community Habitats Directive to Habitats Directive. Because it is more commonly known as just Habitats Directive. AND it is also called just Habitats Directive on the European Union/European Commission website. [1] Many other articles on Wikipedia also use just Habitats Directive (previously all red links).
