What are major international and regional institutions? The category is Category:Languages of international organizations, the parent category is Category:International organizations. So the subject seems to be List of official languages of international organizations. Let's just make it that. This is also in line with the closely related articles List of international organisations which have French as an official language en List of international organisations which have Portuguese as an official language.

What are the WP:LISTCRIT? It looks like we are following WP:CSC #1: Every entry meets the notability criteria for its own article in the English Wikipedia. There are no redlinks, and most entries do not have a citation, but because they have their own articles, their membership of the group is easily verifiable. That means any "international organization" with its own article may be included here, not just "major" ones.
