- IMO the sentence "In the late 1980s, the Public Service Commission became embroiled in a corruption scandal" is not really needed since it does not add any context to the following paragraph. Though, if this scandal received some media coverage or attention then perhaps that can be included.
- I've removed this sentence, since this was referring to the criminal conviction of the two commissioners which is subsequently discussed but, as you point out, doesn't really add anything.
- "are required by the state constitution and law" – I would assume that the state constitution is law?
- Changed "law" to "state statute" and Wikilinked. While yes, a constitution is law in a political jurisdiction in the strict sense (the "fundamental law" as the French might say), in the US "law" typically refers to statutes passed by a legislature, as opposed to provisions in a political entity's basic governing charter.
