Contested deletion

This article should not be speedy deleted as being recently created, having no relevant page history and duplicating an existing English Wikipedia topic, because... The mandate is a significant topic with a great deal of coverage in reputable sources, quite independent of the provisions of the 2012 Health and Social Care Act. --Rathfelder (talk) 13:46, 27 March 2017 (UTC)[reply]
