"Papua New Guinea has a fractious political culture and no party in the history of the parliament has yet won majority government."

"yet"? Not yet won a majority? Their culture is defective so no party has yet succeeded in winning a majority?

The governments of Europe are a lot older than PNG. Most of them have not yet had a single party win a majority. What fractious cultures they must have!
