Question on the origin of the name "Paru"

If I recall correctly, the Pa-row(gyo) can only appear after an 'n' (ten + pura -> tenpura/tempura) or after a sokuon (hachi + hyaku -> happyaku) in Sino-Japanese words and Japanese native words. So how is it just Paru and not Haru?
