The webpage referenced (linked) is, I am pretty sure, misquoted for one thing, and it is a secondary reference for another.

[quote]. . .There are references where a tobacco tin has been cut open to make a whistle. . . .[/quote] Ward's meaning is that she knows or has read documents that mention such a practice. One would presume from the word usage of "references" that she is referring to written documents. What sort of documents is entirely unknown.
I might try to chase something down to improve this, but if somebody gets to it before me, no skin off my nose, as my dad used to say. Otherwise, I find the listing to be pretty good, albeit brief.
