Nice work but there is quite a bit needed to be done in order to get it up to standards imo.

Cite your sources for the Meteorological history
Make it flow a lot better
The Philippine warning signals should always been in preps and not the MH.
Write in past tense for example are the PNRC still preparing in 2015, for relief supplies to be distributed for a system in 2006. The article makes it seem so.
More research on the systems impacts in both the Philippines and Vietnam is also needed.
