How does his 1900 execution affect Lou's presence in the 1899 Hague Peace Conference?

The article states that"[t]he execution of Xu during the Boxer Rebellion paved the way for Lou's service as the Qing delegate at the first and second Peace Conferences in The Hague (1899 and 1907)..." But he was executed in 1900, how did that affect the selection of delegates in 1899? IMHO (talk) 19:45, 31 May 2013 (UTC)[reply]
