- Sorry. This is not eligible for the 2x BLP exception. The version of Jim Dowd (politician) from January 22, just prior to expansion, had four references and five external links. To be eligible, the initial version must have no references of any kind. That version was 2330 prose characters, and it's currently 4679, so 6971 more characters would be necessary for the required five times expansion.
Henderson's Relish was 3332 prose characters five days ago and has exactly the same now. Even if you go back to January 22, which is more than twice the five days allowed, it was 2323, so another 8283 prose characters would be needed for a proper expansion.
