- @Cwmhiraeth: The term "municipal president" is the formal title for a mayor in Mexico, but they're essentially the same thing (this is why your search failed you). Second paragraph of "early political career" section says that the "next year" after 1976 (1977), he got a position in the city government. He was municipal president between 2013 and 2015.
