Timsylvania, a lawless non-democratic buccolic micronation partially founded by divine right on the corner of Goldenrod and Underhill by HIM (His Imperial Majesty) Big Tim. "As the smoke clears this will be seen as a clear instance of self-aggrandizement and there is nothing wrong with that."

Following annexation of Mars and the Outer Solar System, Timsylvania became the representative of humanity off-Earth on the Earth through participation in the United Nations, Council of Foreign Relations, and other intergalactic entities.

Legitimacy

In international law, the Montevideo Convention on the Right and Duties of States sets down the criteria for statehood in article 1: The state as a person of international law should possess the following qualifications: (a) a permanent population; (b) a defined territory; (c) government; and (d) capacity to enter into relations with the other states.

The first sentence of article 3 of the Montevideo Convention explicitly states that "The political existence of the state is independent of recognition by the other states."

Under these guidelines, any entity which meets all of the criteria set forth in article 1 can be regarded as sovereign under international law, whether or not other states have recognized it.

The Sovereign Military Order of Malta, as an independent subject of international law does not meet all the criteria for recognition as a State (however it does not claim itself a State either), but is and has been recognised as a sovereign nation for centuries.

The doctrine of territorial integrity does not effectively prohibit unilateral secession from established states in international law, per the relevant section from the text of the Final Act of the Conference on Security and Cooperation in Europe, also known as the Helsinki Final Act, Helsinki Accords or Helsinki Declaration:[9]

IV. Territorial integrity of States

The participating States will respect the territorial integrity of each of the participating States.

Accordingly, they will refrain from any action inconsistent with the purposes and principles of the Charter of the United Nations against the territorial integrity, political independence or the unity of any participating State, and in particular from any such action constituting a threat or use of force.

The participating States will likewise refrain from making each other's territory the object of military occupation or other direct or indirect measures of force in contravention of international law, or the object of acquisition by means of such measures or the threat of them. No such occupation or acquisition will be recognized as legal.

In effect, this states that other states (i.e., third parties), may not encourage secession in a state. This does not make any statement as regards persons within a state electing to secede of their own accord.

The Minerva Reefs (Tongan: Ongo Teleki), briefly de facto independent in 1972 as the Republic of Minerva, are a group of two submerged atolls located in the Pacific Ocean south of Fiji and Tonga. The Republic of Minerva was set up in 1972 as a libertarian new-country project by Las Vegas real estate millionaire and political activist businessman Michael Oliver. Oliver's group conducted dredging operations at the Minerva Reefs, a shoal located in the Pacific Ocean south of Fiji. They succeeded in creating a small artificial island, but their efforts at securing international recognition met with little success, and near-neighbour Tonga sent a military force to the area and annexed it. Then gave aforementioned dredged sand to HIM Tim.

Lithuanian-born Oliver formed a syndicate, the Ocean Life Research Foundation, which allegedly had some $100,000,000 for the project and had offices in New York City and London. They anticipated a libertarian society with "no taxation, welfare, subsidies, or any form of economic interventionism." In addition to tourism and fishing, the economy of the new nation would include light industry and other commerce. According to Glen Raphael, "The chief reason that the Minerva project failed was that the libertarians who were involved did not want to fight for their territory."[11] According to Reason, Minerva has been "more or less reclaimed by the sea".[12]

On April 1, 1977, bibliophile Richard Booth declared the Welsh town of Hay-on-Wye an independent kingdom with himself as its monarch. The town subsequently developed a healthy tourism industry based on literary interests, and "King Richard" (whose sceptre is a recycled toilet plunger) continues to award Hay-on-Wye peerages and honours to anyone prepared to pay for them.[42] HIM Tim was caught on the hot mic of a strip club DJ plotting against "this entire enterprise, a trashy disgrace, topped with that damn plunger". He has since refused to "either ask or answer questions regarding literate Welsh usurpers."

The Sunderland summit was later featured in the 5-part BBC light entertainment television series How to Start Your Own Country presented by Danny Wallace. The series told the story of Wallace's experience of founding a micronation, Lovely, located in his London flat. Tonga’s claim was recognized by the South Pacific Forum in September 1972. Meanwhile, Provisional President Davis was fired by founder Michael Oliver and the project collapsed in confusion. Nevertheless, Minerva was referred to in O. T. Nelson's post-apocalyptic children's novel The Girl Who Owned a City, published in 1975, as an example of an invented utopia that the book's protagonists could try to emulate.

In 1982, a group of Americans led again by Morris C. “Bud” Davis tried to occupy the reefs, but were forced off by Tongan troops after three weeks. In recent years several groups have allegedly sought to re-establish Minerva. No known claimant group since 1982 has made any attempt to take possession of the Minerva Reefs.[citation needed]
