INTRODUCTION
[edit]Governor Dong Padilla of Camarines Norte is a distinguished leader renowned for his unwavering commitment to public service and transformative governance. His remarkable journey began as the multi-awarded former mayor of Jose Panganiban, where he served three uninterrupted terms. Throughout his tenure, Panganiban achieved unprecedented success, consistently earning unqualified marks in annual audits by the COA. Governor Padilla played a pivotal role in propelling the local economy to new heights, increasing local income, and fostering accelerated economic activity in the municipality.
Hailing from a political family, Governor Padilla has always viewed politics as a means to serve rather than to be served. His genuine humility, reliability, and resilience have endeared him to the people, propelling him to seek the gubernatorial position. He secured a resounding victory in the elections, propelled by the overwhelming support and trust of his constituents, who admire the alignment of his words with his actions.
As the incumbent governor, Governor Padilla envisions transforming Camarines Norte into a highly progressive and competitive economy within the Bicol region. ADVOCACIES
[edit]FIRST, is the Environment. This covers strategic land use plans, sustainable mining, disaster risk management and resiliency, and climate change adaptation.
SECOND, is Social Development. This will zero in on the enrichment of culture and heritage, educational priorities, social welfare and protection, enhancement of the health care system, and social inclusion.
THIRD, is the highly significant Economic Development. Economic development shall be pursued through investment promotions, agricultural & fishery development, food security, micro, small, and medium enterprises promotion, advancement of trade and industry, and tourism refinement.
FOURTH, is Infrastructure Development. Of utmost priority here are digital infrastructure, road network development, electrification, power as well as clean energy development.
FIFTH. is Human Capital Development. Emphasis here will be given to strategic acquisition and learning, performance management, rewards and recognition, proper recruitment and human resource administration, and peace, security, and social order.

PERSONAL LIFE
[edit]Honorable Ricarte R. Padilla, born on June 1, 1965, in Jose Panganiban, Camarines Norte, is the youngest son of the late Governor Roy B. Padilla, Sr. and former Municipal Councilor Carmelita Robledo Padilla.[4]
A graduate of Bachelor of Science in Marine Transportation[5] in the Philippine Maritime Institute, he became a seafarer and was able to travel to different countries before he built his own pharmaceutical company, the FAMED Group of Companies, from his savings working for years at sea.
Governor Dong grew up in an environment where public service is a daily fare, born in Jose Panganiban, Camarines Norte. His family traces its roots to the former Governor of the province of Bulacan in the olden times, Gov. Jose Padilla, Sr. whose son by the way, happens to be his father, Roy B. Padilla, Sr., himself a former Governor of Camarines Norte, Mayor, SSS Commissioner, Assemblyman and delegate to the United Nations International Labor Organization.[6]
His brother, Former Governor Roy Padilla, Jr. was a three-term Chief Executive of this province, also a former congressman. He has two brothers who were erstwhile mayors of the municipality of Jose Panganiban, they were, Ronnie Padilla and Roger Padilla. Recently, another brother of Gov. Dong got the highest number of votes for senatorial hopefuls nationwide, he is now Senator Robin Padilla, an actor-turned-politician.[7]
Governor Dong is a father of three wonderful kids and a loving husband to his beautiful and loving wife, Shenet. During the days that he doesn’t have to go to work or has no scheduled meetings, he spends most of his time with his family. [8]
