For politicians (particularly low-level politicians running for higher office), coverage that is purely local and related to their political office is generally not sufficient to meet the notability guidelines. Unless there is wider coverage than in Orange County or of his tenure as mayor, it is unlikely at this time that any article on this person will meet the notability guidelines.
