Your article presented a very neutral writing style, with consideration for both the progress and disadvantages of the problem. Your statements are very well-cited. My suggestions for this would be to clearly define your topic in the lead section, split the article's sections into many other sub-sections, and add a section that talks about Laos' Water Infrastructure, as it is an integral part in maintaining their water supply. The lead section can be reworked in order to summarize the article more than just providing general information and statistics. Regardless, I think I can learn a lot from the way you cite sources in the article.
