Please don't try to make changes related to administrators' tasks, such as creating templates relating to unblocking, until you have far more experience of how Wikipedia works, so that you know what is suitable. In fact, on the whole that sort of thing is best left to administrators. I strongly suggest that the best way to start contributing to the encyclopedia is to make small improvements to articles, and as you gradually learn more about how things work and what is acceptable you will be able to gradually move into contributing in other ways.
