Arb Enforcement case

I proposed that the community deal with it, except that the committee should reverse their de-sysop of Yngvadottir.

This was based on the fact that there was nothing much else positive that the committee could do- or more precisely that they would do. There were over 60 people who made preliminary statements and might have had useful suggestions. The committee muzzled them, by skipping the workshop stage - which is where community members can propose principles, findings, and remedies. Take a look at the current proposed decision, and see if there's anything there that is good and passing, and if there is whether the community could have passed it.
