The reason left by Prince of Erebor was: This topic is not sufficiently notable for inclusion in Wikipedia. The comment the reviewer left was: The articles from Wen Wei Po, Sing Tao Daily, and Tai Kung Pao discuss knowledge transfer initiatives at universities in Hong Kong in general, with only glancing mentions of the subject. The subject's involvement in the three research projects referenced is not specified. The rest are primary sources. I have conducted a thorough search but found no other usable sources, and I think it is impossible for the subject to pass GNG. I would recommend that the page creator merge any relevant content into suitable sections of the University of Hong Kong article.
