Help me!

I am new and unsure how to reply to an wikipedia editor who declined my submission. Do I go to his talk page or type on my own talk page?

Most experienced editors will respond to a message on your talk page, as long as you use something like {{ping}} so they get a notification - but it's more common to create a new section on their talk page.
As far as declined AfC submissions go, you can simply resubmit after you've addressed the issues listed by the reviewer. If you still have questions about how to respond, sometimes the AFC Help Desk is a good place to ask.
The draft at Draft:Reputation Institute still reads to me as quite promotional; I see that you have supplied some references that might qualify as notability references, but you should be prepared to explain exactly how the company meets one or more of the NCORP criteria and pick the most salient one for inclusion in the lede. — jmcgnh(talk) (contribs) 07:10, 28 March 2019 (UTC)[reply]

No, like I told the other person who asked, I have not been paid by anyone to do anything on Wikipedia. Topedits is just a random name I chose. I have no idea if it is the name of any company. I am a retired academic and previously worked as a researcher in the field of Corporate Reputation. I am just trying to share my knowledge. Sorry for replying so late.
