This task would involve orphaning templates, replacing them with successors, substituting templates, or, where necessary, converting templates by changing template parameters in addition to the title of templates transcluded, to effectuate the closure of TFD discussions. For instance, per Wikipedia:Templates_for_deletion/Log/2009_April_9#Template:Intertoto_Cup_2007, all transclusions of Template:Intertoto Cup 2007 would be replaced with Template:Intertoto Cup 2008 in articles not already transcluding the latter template; the remaining uses of Template:Intertoto Cup 2007 would be removed. The setup of the regexps for each TFD discussion would be performed manually; the bot would not automatically parse Wikipedia:Templates for deletion/Holding cell. - Yes. I have considerable experience closing TFD discussions, for example, 1, 2, 3, 4, 5, 6, 7, 8, and in using AWB to remove or replace templates to effectuate the closures. In addition to performing my own TFD closures, the bot task would also be used when an administrator closes a TFD discussion, but leaves a request for bot work on Wikipedia:Templates for deletion/Holding cell.
